Budgeting

Idaho's fiscal year runs from July 1 through June 30. For example, fiscal year 2010 began on July 1, 2009, and ended on June 30, 2010. Fiscal year 2011 began on July 1, 2010, and ended on June 30, 2011. State agencies begin preparing their budget requests for the next fiscal year 18 months in advance. Typically, they begin their budget preparations during the summer preceding the next fiscal year. The Governor's Division of Financial Management and the Legislature's Legislative Services Office of Budget and Policy Analysis, jointly prepare a "Budget Development Manual" that is sent to agencies early each June. The manual provides guidance on budget submittal procedures, and includes guidance about employee benefit costs, operating expense inflation, medical inflation, and Change in Employee Compensation (CEC).
